From the transcript of the From Connecticut House of Representatives - May 16, 2007:

"REP. CANDELARIA: (95th)

Mr. Speaker, I have a great concern with this particular Bill. Increasing the limits from 20/40 to 25/50 would really jeopardize the drivers of New Haven, and I'll explain.

Currently, right now you heard everybody's struggling to pay insurance, to pay the high bills of rent, to pay the high cost of energy, and now we're adding additional increase in cost.

Inner cities pay the highest insurance in the State of Connecticut. People cannot tolerate another increase. We are crumbling their budgets. We are going to run people from our cities out of the State of Connecticut.

I understand the reasons behind it, but there should be more consideration to the families that are struggling, what you're going to see. More dropping insurance. What are you going to see? People driving their vehicles without insurance.

That's what we want to do? That's where we want to go? I don't believe so. I think we should have taken a more look at more studies done on this before we implement something that's just going to create more problems and open up a can of worms. Thank you, Mr. Speaker."
